New Canine Boarding Business Approved For Plymouth

The Minneapolis-based business would like to expand to a second location in Plymouth.

Fun City Dogs is looking to locate in Plymouth.

At its Aug. 13 meeting Plymouth City Council approved a conditional use permit (CUP) to allow a dog day and overnight boarding facility at 1005 State Highway 169 in Plymouth.

A couple of council members expressed concern about noise as that had been brought up at the public hearing during the July 17 Planning Commission meeting. At that time the Commission unanimously approved the CUP for the business after hearing from only one nearby business, Banner Engineering, which designs, manufactures and distributes photo eyes, sensors and associated products for industrial and process automation

The Minneapolis Fun City Dogs location is closer to buildings, but has never had a noise complaint, said business owner RyAnne Quirk. She assured them that noise is not an issue and that there is even more space between the Plymouth location and nearby businesses than with her Minneapolis location. The Commission determined if there was any complaints about the noise the city could revoke the business' CUP.

The proposed hours for the canine business is 6 a.m. to 9 p.m. Monday through Friday and 8 a.m. to 9 p.m. on the weekends. The Minneapolis facility has a capacity for about 150 dogs, but typically had 60 to 70 dogs a day, which would be similar for the Plymouth location.

Quirk told the council, however, only 10 to 15 dogs are outside at one time and are supervised during outdoor time. Dogs are kept inside from 10 p.m. to 5:30 a.m. Eight-foot tall fences will be part of noise abatement so dogs cannot see through the solid fence and bark at unfamiliar people. Staff would bring in barking dogs or dogs getting too rowdy. The city has a noise ordinance for businesses that must be complied with and any complaints by neighbors would be investigated.

The building was constructed around 1959 and used as a lumber company.

 The boarding business would also include an accessory grooming/spa service and retail sales in about 20 percent of the primary building. Fun City Dogs would occupy and operate in the 9,150 square foot main building. The adjacent land is used for a self-storage facility to the north, office/warehouse buildings to the south, Banner Engineering to the west and property owned by the city of Golden Valley across Hwy 169 to the East.
