Tonight: Ginny Black To Announce Plymouth City Council Resignation

Black will retire from her job in September also and wants to take more time to do other things like travel with her husband.

Longtime Plymouth City Council member Ginny Black is set to formally announce her resignation at tonight's regular council meeting at 7 p.m. in City Hall. The resignation would be effective Monday, Sept. 30.

Black represents Ward 4 on the council and the term expires Dec. 31, 2014. (See a map of Ward 4 in Plymouth with this post.)

Black stated in her Aug. 2 resignation letter to the city that she is retiring from her job Minnesota Pollution Control Agency Tuesday, Sept. 10, and her husband is also retiring from his employment. The two plan to travel as much as they can after retirement.

"As a result I would be missing many meetings, if not most. Since I believe I will not be able to adequately represent my constituents and it will be difficult to carry out my duties as a council member I believe this is the best course of action," Black wrote.

The city's charter provides that when a vacancy occurs, the council must adopt a resolution at its next regular meeting declaring the vacancy to exist, which is slated to be done at the regular tonight's meeting.

According to the city, the council must appoint an eligible person to fill the vacancy until the next regular municipal election when the office is filled for the unexpired term and if that doesn't happen within 60 days the mayor appoints an eligible person to fill the vacancy.

Historically, the council has solicited applications from residents and conducted interviews of interested residents. Applications are due by 4:30 p.m. Thursday, Sept. 5. The council would review applications at a special meeting 5:30 p.m. Tuesday, Sept. 10, and interviews would be conducted at a special meeting at 6 p.m. Tuesday, Sept. 17, and someone could be appointed that evening or by Tuesday, Sept. 24. The new council member would be sworn in at a regular meeting on Tuesday, Oct. 8.
